	1. Idea -- can come from any level but most likely to be heard closer to the top
	2. Buy-in -- needs to happen at the top; support by senior administrators because of the need for major resources
	3. Reality check -- determine feasibility and verify goal; involves key stake-holders, top-level administrators, and administration at library institution level
	4. Detailed feasibility study -- primarily done at library institutional level, with user input, and involves consultants.
